At a match earlier, I had a rules debate against someone when playing.
my opponent wanted to clip an infantry squad in a building with a 4" HE
template. And cue the rules debate that have happened ever since cavemen
decided to play games.
So just to clear up, because its very easy for people to purposelly or accidentally
ignore this rule.
Page 125 in the new book
"Note that if HE shells explodes outside a building (assume it targeted a unit right outside
the building) and its template clips the building, any units inside the building are not hit
at all, assume the walls absorb the shrapnel"
so you can't target that officer standing in front of a building with a full squad and hope
to hit them all, its either the officer or the squad.

On a side note: when looking in the HE chart, it'll often give a dice value (say 2d6)
this is not the hits a unit receives from a template. It is to identify what the old
HE weapon is converted into in the new rules.
So, say your Armies of Britain book says a weapon is 2d6, this means that in the new
rules this translates to a 3" template, or when directly targeting a unit inside a building,
they receive 2d6 hits.
