Testor's Dullcote. Never found anything better.
Only comes in small cans, but if you batch spray models it goes further. You should only ever varnish in warm dry conditions to avoid white-spotting etc, but Dullcote always finishes clear and matt - never comes out shiny.
For metals that will get a bit of handling I use GW's Ardcoat first (gloss varnish is harder so protects better) then Dullcote over the top. For most stuff, I just Dullcote and if I want something gloss like a jewel, sword, or inside a creatures mouth, paint on 'Ardcoat from a pot afterwards.
Toyworld stock Testor's, not sure where else. Make sure you get Dullcote not gloss.

Acorn models also sell Dullcote at about 11 dollars a can.

Dull coat offers little protection for metal models.I spray every metal with several coats of gloss and then a coat of dull coat to get rid of the shine
Tamyia also me dull coat too
